I was able to get the console keyboard to match the keycaps on my  
vintage Japanese clamshell iBook by simply editing /etc/ 
wsconsctl.conf, changing keyboard.encoding to jp and uncommenting.

But the keyboard in X doesn't work that easily.

afterboot suggests "/sbin/kbd -l", but that just tells me that there  
are "no tables available for adb keyboard".

"kbd jp" gives me no errors, but still leaves the punctuation keys  
bound to the us layout.

There's nothing at /etc/kbdtype to give me any clues.  Putting "jp"  
in there doesn't seem to do anything.

I tried, in /etc/X11/xorg.conf, changing the XkbLayout option to  
"jp", but that does nothing does nothing, either.
