Version 2.62 of PGP ui (Unofficial International version, GPL, based on
PGP 2.3a) has been released. It may be found at

ftp://ftp.mantis.co.uk/pub/cryptography/

and comes in three flavours:

pg262uis.zip PGP 2.62ui sources, DOS line endings, PKZIP compressed.
pg262uix.zip PGP 2.62ui DOS executable and documentation, PKZIPed.
pgp262uis.tar.gz PGP 2.62ui source, Unix line endings, gzipped tar.

These files are currently mirrored at

ftp://ftp.ox.ac.uk/pub/crypto/pgp/pc/pg262uis.zip
ftp://ftp.ox.ac.uk/pub/crypto/pgp/pc/pg262uix.zip
ftp://ftp.ox.ac.uk/pub/crypto/pgp/unix/pgp262uis.tar.gz

which could well be a faster site to use, and will be available at other
sites, such as src.doc.ic.ac.uk.

This version is being made available for a number of reasons:

* It is the only version fully compatible with *all* versions of PGP
from 2.0 to 2.7

* It incorporates a number of bug fixes and features not available
in the MIT release (see its README.1ST)

* This version, like 2.3a and 2.6ui before it, is published under the
terms of the GPL. Consequently:

  - You are not bound by the RSADSI licence since this version does not
use RSAREF (which forbids commercial use and unauthorised use of the
cryptographic routines), as you are with MIT PGP.

  - You are not bound by the MIT licence (which requires the program
to produce output that cannot be read by earlier versions), as you are
with both MIT PGP and Staale Schumacher's PGP 2.6.2i.

  - you can therefore do what you like with the code of the program
provided any derivative work is also GPL'd.

  - The only relevant patent for users outside the USA is Ascom-Tech's
patent on IDEA. For non-commercial use it's free, anywhere. For
commercial use you need a license, but this portion of the PGP 2.6.2
documentation (freely exportable, by the way) is interesting:

[Ascom-Tech has told Phil Zimmerman that t]hey will allow
commercial users of PGP outside the US or Canada to use IDEA
in PGP without paying royalties to Ascom-Tech, because it is
not currently possible for commercial users to buy a licensed
version of PGP outside the US or Canada.

* Since this code was written and developed outside the USA, American
export law (ITAR) is not an issue.

Users inside the USA may not legally use 2.62ui, because the RSA
patent is in effect there. USA residents are advised to obtain one
of the MIT versions which have a license for non-commercial use of
RSA.

Phil Zimmerman does not support this version in any way, and queries
about it should be directed to me.
