Actually, you do know why.  You've just forgotten that you know.  (-:  This
discussion started to sound familiar, so I trawled the back messages.  This
problem with "svscanboot" was reported a year ago.

One way to make "svscanboot" work would be to remove the "exec" lines and put
the appropriate redirections of standard input, output, and error directly in
the final pipeline:

   [...] svscan /service 2>&1 </dev/null | \
   [...] readproctitle >/dev/null 2>&1 [...]
